Noah Kowalski combines policy experience with data-driven insights to develop innovative public advocacy and government outreach strategies. From Fortune 500 companies to industry disruptors, he translates client priorities into actionable tactics and strategies. Noah specializes in congressional outreach to leverage the legislative and appropriations processes to the advantage of clients, and he contributes to the firm’s trade policy group.
Noah joined the firm from Senator Kirsten Gillibrand’s (D-NY) office and previously worked at American University’s Center for Peacebuilding and Development. He is also a campaign veteran having volunteered for coordinated campaigns in Arkansas, Pennsylvania, and Michigan.
Noah graduated from Mount Allison University and earned an MA from American University’s School of International Service.
