Patrice Willoughby

Patrice Willoughby leverages her experience both in the Executive Branch and on Capitol Hill to work on behalf of clients across Invariant’s practice groups. She focuses on health care, technology, energy, and financial services. She helps clients develop and execute their Administration and congressional outreach plans.

Patrice served in the Obama Administration as the Deputy Associate Administrator for Policy in the General Services Administration’s Office of Congressional and Intergovernmental Affairs, where she focused on federal contracting, the federal real estate portfolio, and small business policy. She was executive director of the 42-member Congressional Black Caucus and also worked for nine years in the office of the late Representative Stephanie Tubbs Jones (D-OH), including five years as chief of staff and counsel.

Patrice sits on the boards of the Fort Dupont Ice Arena and N Street Village and on the Advisory Council for WISER (Women’s Institute For a Secure Retirement).

Education

Patrice graduated from Case Western University, earned her Master’s degree from the University of Cincinnati, and received her JD from the University of Wisconsin Law School.
